Preparation for the Second Cycle of UPR 2013 on Bangladesh

Human Rights Forum Bangladesh (HRFB) and its engagement with the UPR Process

Human Rights Forum Bangladesh, a coalition of 19 human rights and development organizations, was initially established to engage in the Universal Periodic Review process of the UN Human Rights Council. Ain o Salish Kendra (ASK) works as the Secretariat of the Forum.

The forum did submit Stakeholders reports for the 1st and 2nd cycle of UPR of Bangladesh, attended the review sessions which was held in Geneva in 2009 and 2013.  The forum had undertaken extensive advocacy initiatives both at the national and international level. At present, the Forum is working actively on the other human rights issues as well as is engaged in the follow-up of the implementation of the UPR recommendations at national level.

The 2nd Cycle of the Universal Periodic Review on Bangladesh was held on 29 April 2013. To take part in this review as a stakeholder, Human Rights Forum Bangladesh submitted Stakeholders Report in October 2012.

In May 2012, the Forum shared a list of issues which could be focused in the State Party Report upon the request of the Ministry of Foreign Affairs (MoFA).

As part of the preparation of the report, in May 2012, the Human Rights Forum Bangladesh held a two-day workshop to decide issues to address in the report; then the Forum members took the responsibility based on their expertise to prepare the initial draft. The responsible forum members also had consultation with other organizations and experts working on the similar issue for preparing their draft. An external consultant facilitated and compiled all the thematic drafts and prepared a draft report.

Then the Forum had gone through an extensive consultation process to finalize the draft report. The Forum shared the draft report with all members and incorporated their comments in the final report, which was also shared with the NHRC, NGOs, civil society, media, and the Ministry of Foreign Affairs.
